Man Arrested for Allegedly Throwing Canine to Her Death

<p>On September 14, 2007, a 27-year-old man allegedly threw his ex-girlfriend&rsquo;s shih tzu out of his third-floor window. One year later, thanks to the diligence of the ASPCA Humane Law Enforcement department, justice will be served. </p>
