<p>The city of Los Angeles, in an attempt to cut down on the number of unwanted animals and strays that arrive daily in area shelters has mandated that all dogs and cats four months of age or older must be spayed or neutered by October 1.</p>
<p>There are exemptions to the rule including show animals, animals trained for special activites, and animals with medical excuses. Otherwise, owners with unneutered animals face possible fines of up to $500 (second offense) if they fail to comply.</p>
<p>Low-income pet owners can qualify for discounted or free neutering services.</p>
